No, this will not work to transfer data between 2 computers. You can use an ethernet cable and connect the 2 computers to your router in order to do this. You will need to connect each computer via their video port (ex. HDMI etc) directly to the monitor to be able to use it.

For PC-to-PC transfers, it's mostly recommended you use a USB "bridge" or "data transfer" cable that contains some electronics in it to simplify things. But you can also just use your local network for this and it'd be quicker. To use a desktop monitor instead of your laptop screen, you can just get video cable that matches your laptop video connector and that of the desktop monitor (VGA-VGA, HDMI-HDMI, and such). B&H does offer curious multifunction USB-USB "cable" called a "j5create Wormhole Switch" you might want to look at.

Can I use this cable to connect my laptop to a TV?

Depending on the connections on your laptop and TV, you would need an HDMI cable from your laptop to a spare HDMI input on your TV. If your laptop is an older model without an HDMI out jack, it should have a VGA (monitor) output so you would use a VGA cable from your laptop to the VGA input on your TV assuming your TV has a VGA input. You would also need to change the source input through your TV menu to which ever type input you are using from your laptop.

This cable is not compatible with your printer. As general rule, you will only be able to transfer data as fast as the slowest link in the chain. In this case the slowest link is the printer. It is only USB 2.0, and will not work at USB 3.0 speeds.
