Can this camcorder use regular ef lenses from a 5d mk iv or does it have to use cinema lenses?

This is the PL mount version of the C300. It does not use EF lenses, it uses PL lenses only. You will nt be able to use an EF lens with this camera.

since this is a pl mount camera...is that why it doesn't come with the dual pixel focus upgrade??

While many PL lenses, such as those from Cooke and Zeiss, have electronic feedback, no PL lenses have electronic auto focus. Thus Dual Pixel CMOS AF would superfluous and is therefore not included with this camera.
