Any suggestions for media settings with my Epson SureColor P9000 printer? And is matte ink safe to assume with this material?

If you can't see a setting for vinyl the nearest substrate setting would be Semi gloss. If that's not available Semi Matte or luster should do the trick. As for the ink I would probably use photo black with this paper rather than Matte.
