No, it does not come with a camera plate. It is compatible with any 2.5 Arca-style quick release plate/brackets.

Can the plate and it's tightening knob be removed and re-mounted at 90 degrees? I'd like it to tilt up and down without having to get a new square Area-Swiss plate, and I'd like the two knobs not to be on the same size.

Can the quick release receiver be removed and then replaced with a different one like the Kessler Kwik release system?

The quick-release clamp on the Kirk MPA-2 Monopod Head can be easily removed by applying an Allen wrench to the silver machine screw in the center. There are 1/4”-20 threads on top of the head — the same as tripod mounting threads under a camera. The Kessler Kwik Release has various sizes of mounting threads, and I believe it comes with an assortment of machine screws to match those threads. So I would bet it could easily be mounted on the Kirk head. Note that the Kessler clamp is substantially larger than the one shipped with the Kirk head, so it will overhang the support surface quite a bit. The Kessler product looks well made and versatile. What is your reason for wanting to use it with the Kirk head? What advantage do you see compared to the excellent Arca Swiss clamp that is shipped with the Kirk? (Just curious.)

The Kirk MPA-2 Monopod Head does not include a quick release plate. You could use any Arca-style quick release plate.

can this monopod tilt vertical flat so I can take a vertical image? I do see in the image that it does tilt. Just want to make sure it tilts the whole way. I use a flash bracket for my flash and Nikon D700. Just want to make sure this monopod will tilt the whole way vertical to take a image.Thanks,

Yes it can. The head tilts to a 90 degree vertical angle, and the clamp at the top can also be rotated 90 degrees for further articulation and angle control.
