This Strobros Snoot for On-Camera Flash (Version II) from Impact is part of the Strobros line of universal on-camera flash accessories. Using a snoot on your flash will allow you to narrow and focus the spread of light from the flash unit. Also included are 10° and 20° grids, which allow you to narrow the spread even more. Using a snoot is especially ideal for portrait and product photography.

The Strobros line of light modifiers use a combination of touch-fasteners and variously sized spacers, which allow you to attach them to the head of most on-camera flash units.

How does this attach to the flash? I don't want to stick anything on my flashes, I'd prefer that it has a velcro wrap around the flash head. I have the Canon 600 EX-RT.

I apologize that I didn't see your question sooner. It comes with rubber spacers, however I don't use them. I don't want to stick anything to my flashes either. What has worked perfectly for me is a soft rubber band that Rogue includes with the flash modifier kit I bought, which included the gel kit shown. They supply them to hold their gels to the flash but they also help a Rogue Flashbender, grid, and other products like this snoot. When you cinch down the velcro tight, it compresses against the rubber band. I think it is the best solution and I leave them on all my flashes. It looks like they have changed the gel-band as they call it, a few times. The only one I have found right now is different as it has ears to grab onto with your fingers. I don't know they they would help or hurt putting on the snoot. You could always cut them off. I bet some other strobe modifier company offers a band that would also fit well.
