The disk should work underwater, the problem is it might not be large enough to cover a dome port. So it depends on the gear that you are using. Many divers do a lot of video or ambient light photos and they attach a white card to their fin.

How does this help with determining white balance, that other existing (and possibly cheaper) methods don't already do?
The Vello Universal White Balance Handheld Disc creates a reference for setting a custom white balance in your camera as opposed to use a standard preset such as daylight, tungsten or fluorescent. The presets can be off slightly due to variations in the lighting so a custom white balance is more accurate.
