As a power engineer at NVIDIA, I can tell you that GPUs are allowed to use every last watt of 150 watt 8-pin power connectors, including the occasional overshoot (more than 150W). This will melt the pins in the power connector, or possibly fry a power supply with imperfect thermal or power safety system. This is why we certify power supplies. With the right cables. Some fail with the right cables.
