Hi: Can I use this splitter to plug into my computer and then feed the internet signal to two seperate sets of powered speakers and receive stereo sound from each set of speakers? Can I use this to connect/tap headphones (3.5mm male plug) into the line from an external mic (3.5mm male plug) to my camcorder (3.5mm female)?
This splitter cable allows you to split an incoming signal to both female jacks or depending on the source combine from the two to a single jack. A mic connected to one jack will not pass signal to the other jack.

Can this be used to run two mics into single mic jack on my camcorder?
These cables are designed to be used as a splitter for outputs. It is not generally recommended to use a Y-cable to combine mic inputs due to differences in internal wiring between mics and splitter cables. There is unfortunately no standard wiring scheme. To connect multiple mics to a camcorder, we recommend using a proper interface such as the Kopul CMX1.
