Is this the same material as the Kodak Photo Fabric Stick Ups sold in packs of 10 sheets, 8.5x11?

This is not the same material. To begin with the Kodak Photo Fabric Stick Up is a matte tear resistant paper, the Photo Tex is an aqueous coated Polyester/Cellulose blend.

My printer maxes out at 11.8 mil. Can I use this with my printer?

As this paper is 13 mil thick, I would not suggest this for your printer as you rprinter maxes out at 11.8mil.

I use the exhibition Canvas settings and there were no runs it dried well only problem is the color is not 100% accurate.
