Will this smear the emulsion on wet 35 mm film? Also, should this squeegee be used wet or dry?

No, it will not smear the emulsion on wet film. It should be used wet to remove the excess water.

Will this product work with 4x5 film?

It scratches my film. I've used for months and keep having scratched negatives. Yes, I wash and soak the thing but I've discontinued use. Heck, I'll mail it to you if you really want one! The foam/sponge squeegees work better. And to your question, it's a little on the small side for 4-x-5, in my experience.
