Will this work well with achieving the sunray effect during sunrise/sunset? Will this filter effect the look of the image in any other way?

This will not help with the sunray effect at sunrise or sunset. It will give more of a twinkle/pointed star effect of the sun or any other prominent light sources, such as the example shown with the street lamps.

According to B+W, the filter factor of their Cross Screen 8x filters is 0, so there should be little to no affect on exposure.
