Yes, you can autofocus with a Canon teleconverter with this lens up to f/8.

In the demo reel for Canon EOS 70D it showed that the ISO could get up to 12,800, how do I get my camera to get up to that ISO number?

It actually can go as high as ISO 25,600. You can change the ISO a few ways, the easiest being pressing the ISO button just above your top LCD screen. Or if you wish, you can also access the ISO menu by use of the Q button.

When autofocusing and taking video, is it silent, or does it make noise? That's one of my problems when using my current camera.

The camera is silent, it's the lens mechanism that's noisy. Some of the newer Canon lenses are silent to accommodate, but other still lenses are noisy since they weren't designed for video.
