Does the Rolls MM11 actually turn on and off the mic or is it a moment contact switch that you have to hold to talk?

It's a momentary switch that you can select to either mute or turn on. We use as a "cough-drop" to mute an on-air mic in case of a cough or sneeze.

Do you have to hold the switch to talk or does it actually turn on and hold the mic in the on positon and then press again to turn off the mic?

That depends on how you set the switch to function. The Rolls MM11 Pro is a momentary (non-latching) switch, so you do need to hold the switch to use it, but you can decide whether you want it to function as a momentary mute or a momentary push-to-talk switch. An internal switch (accessible from the side) allows you to select "push to mute" or "push to talk." If you want a switch that you press once for "on" and press again for "off," then you need a latching switch. The Rolls MS111 Mic Switch (B&H # ROMS111) can be set to function as a latching on/off switch or as a momentary microphone mute switch, so you have the option of using it either way.
