If it safe to fly with the padded divider insert or should I get the foam?
If each pocket has an item, you are good. You could have shifting if you have just one heavy object that does not fit the entire case. In that instance, I would add temporary padding.

Fitted, thick new foam will offer the best protection. However, open foam deteriorates and the closed foam dividers will do as good a job 90% of the time and will last longer.

While it depends on the size of the 17" laptop (gaming laptops for instance are significantly thicker and wider), it is neither recommended nor safe to store a laptop behind the lid organizer. More than likely, it will prevent the lid and/or lid organizer from sitting flush and closing as the manufacturer intended.

The Nanuk 935 Wheeled Hard Utility Case with Padded Divider Insert & Lid Organizer (Silver) is 7.5 inches deep. It will fit the FX6 on the side. If you place it standing up you will need to remove the top handle.
