Is it easy to turn/swivel - such as to face mic toward speaker - without loosening lock, and without base getting loose?
The only way to swivel or turn the Elvid Heavy-Duty Camera Shoe Mount Adapter is by loosening the locking knob. If you try to swivel while the knob is tightened, it will start to unscrew the ball head from the base.

Yes easily. I use to for my shogun recorder and a huge battery which totals around 5 lbs and still no problem. I have bought two more since.

Will this handle the weight of a Shogun if I have a 3/8 male to 3/8 male adapter?
With ease. I have used it on many occasions with a 1/4 to 3/8 adapter to mount a shotgun mic. In fact, I have used it to mount one DSLR on top of another DSLR, which is considerably more weight than most shotgun mics. I highly recommend this mount.

Yes, it will. It's quite a good build for the price. I used it to mount a 7 IKAN without issue.
