This kit from B&H Photo pairs the MT190X3 Aluminum Tripod with the 496RC2 Compact Ball Head. The tripod features a Quick Power Lock System, ground level adapter, and an Easy Link attachment. It can hold up to 13.2 lb of gear, and has a maximum height of 66.9". The ground-level adapter replaces the center column to allow the tripod's mounting plate to sit just 7.4" above the ground with the legs at their widest angle.

Can I attach MSTRAP or Optech strap with swiel hook to the rectangle loop on tripod near where you mount ball head, to carry the tripod. Asking this question because the loop looks like Madrid plastic and can break ?
The loop you see is specifically made for attaching carrying straps. It will not break under normal circumstances.

Is there a way to hang a bag of sand or rocks from the tripod (to increase stability)?
I would agree that the Oben Tripod Hammock, BH # OBSTB10 would be the best way to counterweight this tripod, as Manfrotto doesn't offer an accessory hook for this model.

Yes, this is compatible with a slider. Sliders usually have both 1/4-20 and 3/8 mounting threads all over so you will be able to use one as long as you don't exceed the 11 lb. weight capacity.
