For a compatible shock mount to use with the Electro-Voice RE20 Broadcast Announcer Microphone, you can use the Electro-Voice 309A Suspension Microphone Shock Mount (B&H # EL309A) or the Auray SSM-BC10 Microphone Suspension Shockmount (B&H # AUSSMBC10). For a desktop stand, you can use the Auray TT-6220 Telescoping Tabletop Microphone Stand (B&H # AUTT6220B), the Gator Frameworks Round-Base Desktop Mic Stand (B&H # GAMIC0501), or the On-Stage DS7200B Adjustable Height Desktop Mic Stand (B&H # ONDS7200B). If you prefer a studio arm, you could use the O.C. The photos show it with a shock mount, does it actually come with it?

No, the shock mount is not included. The RE20 comes with a mic stand adapter which you can see in the photo of the RE20 in fawn beige finish (B&H # ELRE20). The shock mount shown with the RE20 in black finish is the Electro-Voice 309A (B&H # EL309A) which is available separately.

Does it need a cloudlifter preamp to boost gain for better quality?

The microphone sensitivity is listed as 1.5 mV/Pa. You can find a concersion calculator through google that puts that at -56.5dB. Check the gain specs on your interface or preamp. if you have about 56dB of gain, you won't need a preamp.
