This Scrim Jim Cine Frame Set from Westcott includes all of the necessary frame tubes and connectors to construct your own 8 x 8' frame for attaching fabrics in order to create diffusion panels, flags, or other light control tools. This specific kit includes eight 46" tubes, four 2" straight connectors, and four 2D frame connectors. Each tube is constructed from anodized aluminum alloy, features riveted heavy-duty hook-and-loop tape on two sides for attaching fabrics, and incorporates a 3/8"-16 threaded mount for mounting atop stands. The included self-locking connectors are used to combine the individual tube pieces in order to create a flat 2D frame.

With the 8x8 frame, can you use the half-length sections to create (2) or at least (1) 4x4 panel(s) as well? Or will they only work in combination to make an 8x8 frame? I won't always need the 8x8 but would like to have the option of just one system for both smaller and larger shoots. Obviously I'd have to buy the different size diffusion materials but would be great if the frame could be used for both sizes.

No, it is flimsy. It's designed to be light weight for quick, small crew setups.
In a windy scenario, plan to have extra crew to hold it and not let it stand on its own.
The advantage to the Wescott's is its light weight, it's less of a pain to carry around and to setup.

Do the velcro rags on the Scrim Jim make noise in wind? There is a reason why they use rope ties in the film business. Velcro seems like a bad idea to me.
The velcro will not make any noise, it is an industrial strength velcro that stands up to very high winds.

Will the previous Scrim Jim clamps work with the new version frame?
Due to the Scrim Jim Frame being thicker, the Original Scrim Jim Clamps do not work with the Scrim Jim Cine. For the Scrim Jim Cine, we recommend using the Center Jaw Vise Clamp (Westcott Part# 1980).
