Compact, wireless, and designed for high-resolution photos, the Epson PictureMate PM-400 Personal Photo Lab uses MicroPiezo inkjet technology to create detailed prints at 5760 x 1440 dpi and up to 5 x 7". Does this printer print on matte paper?

This printer is made to print on gloss and semi-gloss paper. Matte paper like plain paper will be too think and will pucker and come out damaged as it cannot handle the ink "load" and fine art matte paper if the weight is about 235 GSM and the mil (thickness) is more than 12 mil, it is too thick and heavy to print. Most semi-gloss paper including Canon and Inkpress will work well.

Can you add any text or graphics to a picture through the printer (without a computer?)

The Epson PictureMate PM-400 Personal Photo Lab doesn't have a feature to add text or graphics to a picture/photo, however, if you're taking photos with your smartphone, and you have an app that can add text or graphics to the photo, you could use the app to add what you want before sending the job to the printer.
