Is the Optional Super Clamp Attachment or SkyPanel PSU Rail Mount included with this, and is this necessary to affix to the SkyPanel back?
The SkyPanel Super Clamp Adapter and SkyPanel PSU Rail Mount Adapter is not included with purchase of a single PSU. However, a PSU Rail Mount Adapter is included with the purchase of a SkyPanel lamp head. Otherwise, it can be purchased as an accessory.

The Q&A for the Arri SkyPanel S60-C LED Softlight indicates this PSU is included. May I ask why it is sold separately?
You can purchase a PSU separately if you require a spare or if the PSU sold with the lamp head is destroyed.
