How can the small and tall versions of this bracket both have a lens to flash distance of 11 inches? What are the actual heights of the vertical legs of the two brackets?

According to Custom Brackets, both models do have a nominal lens-to-flash distance of 11". The Tall model is mainly for cameras with a battery grip while the Small model only accepts cameras without a battery grip.

I really dont know. The unit is designed to mount on the camera. It has pins on the mounting plate to prevent the unit from rotating. (You can see them in the illustration).
