Yes, it does decrease the exposure by 10 stops. There have been no reports of severe banding or artifacts--X patterns are found sometimes in variable ND filters.

not I. But bear in mind that all this is is a sunshade. If it is clean, it should simply reduce the amount of light getting to your sensor. It has nothing to do with focus.
