The difference between the H9 frequency band of the Shure BLX24/PG58 Wireless Handheld Microphone System with PG58 Capsule and the H11 frequency band is the operational frequencies. H9 covers 512 to 542 MHz, and H11 covers 572 to 596 MHz. Deciding which one is best can be influenced by factors such as location (where Shure's Frequency Finder comes in handy) as well as whether you are using the new wireless system(s) alongside any existing wireless, and if so, how the new frequencies will interact with the existing frequencies.

Will the receiver transmit static when the mic is off?

The Shure BLX4 receiver in the Shure BLX24/PG58 Wireless Handheld Microphone System with PG58 Capsule should not, in theory, create any noise when not paired with the PG58 transmitter. However, this is not a specification that manufacturers provide for their wireless products. Because this system operates on open frequencies, the receiver could be susceptible to RF activity in the area, which could manifest itself as audible static noise.

The receiver included in the Shure BLX24/PG58 Wireless Handheld Microphone System with PG58 Capsule (H9: 512 to 542 MHz) is not natively rack-mountable. You would need to place it on a rack shelf like B&H # AURSV1U to have it placed inside an equipment rack.
