Does this fold downward to be flat against the wall? (Not side to side)
It does not, the smaller arm underneath only allows it to go to about 90 degrees perpendicular from the vertical wall mount. It can move pretty far upward but wouldn't be parallel with the mount or completely vertical. I must say it does stay very flat against the wall.

No, the panning motion of the Impact 7 ft HD Wall-Mounted Boom Arm does not have a lock to lock the arm in place.

Help Needed . . . there are two different and unfortunately conflicting answers to the question: "Can the boom arm be be locked in a specific panning position?".
This boom has several adjustments and everything is able to be locked please note you will probably want to buy a pan tilt head as well, for the arm itself just has a 1/4" and 3/8" stub which you can use by itself which I will at times for lighting or flash but I always use a head with quick connect for cameras
Please note this is a very nice arm, I have 3 of them
