If I want double diffusion on my Softlighter, is this item just another single level of diffusion that then doubles when placed over the original one or is this one actually double and I would really only need to use this one if I want double diffusion?
According to Photek's website, it's a second diffuser that goes over the first one. not a single double-strength diffuser.

Is the Photek 60" Double Diffuser compatible with other brands 60" umbrellas? Is it compatible with Photogenic 60" umbrella ?
The Photek Double Diffuser for Softlighter (60") does not work with third party umbrellas. It is only made for the Photeck Softlighter (60").
