According to the manufacturer, the tablet sleeve/pocket on the Tamrac Jazz Photo Sling Bag 76 v2.0 (Black) is on a bit of a diagonal to fit with the bag. The bottom width is rough 7” (17.78 cm) and the top is rough 6.5” (16.51 cm). Both of these measurements are slightly under by up to 0.25” (6.35 mm). The pocket is 9.5” (24.13 cm) tall.

Is the upper and lower compartments separated by a permanently sewn in divider?

Yes , this is a great bag , I use it with mirrorless cameras , one camera in the top section and one camera in the larger bottom section. it’s the perfect size, and to access your cameras you to swivel around from your hip without removing the bag. Each section then right at your finger tips. I was very surprised this is an excellent bag well-made not too big not too small easy access to everything. Highly recommend

Yes. All dividers are removable. The floor of that top section is pretty securely velcroed in place but can be removed.

Could this hold a 35mm, 50mm, and 85mm lens along with a full frame camera body (Canon)?

I don’t have a canon. Previously I owned the Nikon D750 and actually purchased this bag because I recently downsized to a Sony A9 mirrorless. I’m going to say that I don’t think this bag would do what you want. I can fit the a9 with a 50mm attached and an 85mm 1.8. Inside the camera compartment. I then could maybe fit something else very small. The problem would arise with the depth of the Canon full frame body if you slid it in through the zippered compartment with a lens attached for quick access, the space allowed for the body just barely allows for the depth of my a9 body and still zips.

The camera compartment on the Tamrac Jazz Photo Sling Bag 76 v2.0 (Black) is not large enough to accommodate the Panasonic Leica DG Vario-Elmar 100-400mm f/4-6.3 II ASPH. POWER O.I.S. Lens attached to a Lumix G9.
