Yes. According to the Godox V860 II-C's manual (instructions found on page 67), you can set the flash to be a optical master unit and have it trigger OEM Canon speedlites set to optical slave mode.

I've seen a review on Youtube titled Godox AD200 Review, HSS Test & vs V860ii where they demonstrate this as a common problem. When placed more than 2' away firing is reliable.
