The SDI Out is not a loop but an output from the fiber.

According to Blackmagic Design, "Multi-Rate" is in reference to the various supported resolutions and frame rates. Only 3G, 6G, and 12G SDI SFPs will work.

The Blackmagic Design Mini Converter Optical Fiber 12G-SDI is a bi-directional optical fiber to 12G SDI signal convertor. So if you are planning on outputting an SDI signal from the BM Studio 4k Pro and converting it to fiber this convertor would work well, however you would also need an SFP adapter such as the Blackmagic Design 12G SFP Optical Module Adapter, and SFP receiver on the receiving end of the signal as well.

Yep. One side of the SFP is fiber out and the other side is fiber in. Just don't forget to actually buy the SFP... It's usually sold separately from the converter box.
