Will the AD400Pro fire with a Phottix Laso Trigger while also firing a Canon 600EX2-RT?

You would need a transmitter on your camera's hot shoe, such as either the Phottix Laso TTL Flash Trigger Transmitter for Canon, B&H # PH89092, the Canon ST-E3-RT Speedlite Transmitter, or a Canon Speedlite Flash with Canon's radio wireless transmitter built into the flash unit, to work as a transmitter on the camera. If one of these are on the camera's hot shoe working as a transmitter, then you may connect the Phottix Laso TTL Flash Trigger Receiver for Canon, B&H # PH89091, to the 1/8" (3.5mm) sync terminal on the Godox AD400Pro Witstro All-In-One Outdoor Flash using a sync cable (such as the Impact Sync Cord Male Mini to Male Mini (16"), B&H # IMMMMM16). This would allow you to trigger the Godox AD400Pro Witstro All-In-One Outdoor Flash and the Canon 600EX II-RT Speedlite Flash simultaneously with your setup.

I recently had an issue where the light changed ...

I recently had an issue where the light changed the power setting to Full Power while shooting. The battery level was low on the transmitter but not sure that was the problem. Has anyone had this ever happen?

Yes, when I am in TTL and HSS. It doesn't happen when the strobe is on manual mode.
