The Rolls SS412 is a passive analog stereo audio source selector offering easy switching between line-level inputs for musicians, DJs, and audio engineers in homes, studios, and live stage applications. Its gold-plated I/O connectors include four pairs of RCA inputs, a 3.5mm stereo mini jack, and one pair of RCA outputs. The front-panel level knob adjusts the volume of the current input, which is chosen via the 4-position source selector.

Is this safe to connect to from multiple pre-amped sources? Or will the circuit between preamps close when it switches and fry one of them?

This is safe to use when you need to connect and switch from multiple line level audio sources to one audio line level input on a playback device only. Please note this is not intended for use with any audio sources carrying power intended for speakers.

If I am using this to switch between 2 turntables, will it work using the phono-level signal from each or should the signals be preamplified before going into the switch?

Can I blend the audio in one of the Input selections (let's day Position 2) from two Audio sources connected to two separate Inputs (let's say Position 1 and 3) without producing a ground loop or unwanted noise/hum?

No, only one input source can be selected at a time. It is not possible to combine multiple input sources. Perhaps the Rolls MX28 Mini-Mix VI Compact Stereo Line Mixer (B&H # ROMX28) may be more along the line of what you need.
