I've used the Vello hot-shoe bubble levels for some time and they always help to make sure my images are perfect when I use my 19mm shift lens with Arca Swiss head. The set-up is a match made in heaven.

Will this level be accurate if placed in the top hotshoe of two stacked triggers? I need it for real estate photography where I have both a flash trigger and a shutter trigger already stacked in my camera's hotshoe.

Highly unlikely with all that stuff stacked up there. Remove your 2 triggers, level your camera, replace your triggers.
