But it was so small the harness didn't fit snugly enough to be useful. So I let the camera float when I didn't need it.

As it is designed for underwater usage, yes, it may be submerged. Outex’s patented waterproof design is IP08 tested to 10 meters or 33 feet deep when applied correctly. The seal is waterproof and ideal for water sports, snorkeling, etc. Outex was not designed as scuba gear and it does not protect your equipment against severe underwater pressure while scuba diving.
