The Rokinon AF 14mm f/2.8 Lens for Nikon F has the same AE feature plus it has auto focus. The other lens you are mentioned is manual focus only.

If you can find a gel that meets your ND needs, there is a gel holder on the rear of the lens. Looks like it will require cutting two rounded corners on the gel.

does it transfer exif info to the camera?
When on a EOS R or EOS R5 full EXIF data is provided and the lens is recognized as Rokinon 14mm on the camera display. In some editors the EXIF line for lens type just states: "14 mm Lens" but in some (Affinity Photo) it's listed as "Canon EF 14 mm". Apparently all editors don't convert the coded EXIF file correctly.
