Can this lens be used to digitize film negatives ...

Can this lens be used to digitize film negatives with a Nikon ES-1 or similar? Or what lens do you recommend to do that task with my Fuji X-T3?

Unfortunately no. The crop frame sensor of the Fuji camera would not allow you to capture the full image from a 35mm slide or negative. A film scanner such as the Epson V600 would be a better option: https://bhpho.to/3qBOufU

Lens hoods with a 52mm thread will not fit the FUJIFILM XF 60mm f/2.4 R Macro Lens. Lens hoods with a 39mm thread will fit. However, the lens includes a hood.

The 16 mm extension tube will get you to 0.76 magnification and the 11 mm would get you to 0.68. Why not try the 16 mm and 11 stacked together? https://www.fujifilm.com/products/digital_cameras/accessories/pdf/mcex_01.pdf

Yes it has a fully useble aperture ring. 2.4 is just the max f-stop. And it will go to 22. There is also an A position on the aperture ring to have camera set f-stop for you.
