This lightweight monitor features a 7" 1920 x 1200 screen, up to 323 ppi density, and a removable L-series battery plate. Can use this monitor with my TV Card, to view TV channels?

If your "TV Card" is outputting through HDMI, then there should be no issue, as long as the channels of the TV are established by the "TV Card" as this monitor does not have a tuner.

Does this unit fully power off when on battery when the power button is pressed or does the power LED remain lit as some others?

The ANDYCINE T7 7" 4K HDMI Input/Output 1920 x 1200 On-Camera Monito will fully power off when the power is turned off, the LEDs will not remain on.
