This monitor has a resolution of 3840 x 1600 and it supports HDR. Your GPU supports this resolution as well. Once you connect your computer to the monitor, the computer should automatically support and display this resolution. If not, you can go to the Display settings and select the recommended settings.

Will a 1080ti be able to run games on high to ultra settings on this display?

I have an LG monitor this exact same size that runs 3840x1600 (lg 38uc99-w) it's amazing. It's only 75hz but I'm able to reach that with a GTX 1080 (not Ti) in some games. Overwatch is one of the few I actually play. I would say that in general, I can play most AAA games but it's rare I can get much over 70-80 fps without dropping some of the settings a little at least. I would also add, a higher refreshrate isn't a complete waste if you're not pushing that same FPS, you still get a more "recent" frame with a higher refresh rate on average. So even though you're not using all the HZ your screen can provide, the image you see is still a little more up to date than a lower refresh rate screen would provide. Also, the GSYNC will be great for avoiding tearing on Nvidia. Point is, your 1080 Ti will be fine but not "the best" however this is a monitor you could grow into. I normally keep my monitors for a very very long time when compared to my desktops so it really depends on what your plans are. Also, make sure your card supports DP 1.4 and you have a cable that also supports that. Aside from gaming, IMO a high refresh rate is amazing on just web browsing or working with text. It's so smooth, I love it. Higher refresh rates are amazing. I'm not sure if it will matter much past 170 or 240 TBH but the difference between 60 and 90 is striking, and the difference between 60 and 144 is amazing EVEN if you're running at an FPS closer to 60. This thing is expensive AF though, so you have to decide if that's worth it for you.

Does this monitor have some sort of screen peel off affixed to it like a sticky peel off, or is it an anti-glare screen that's unremovable, and it's supposed to be like that?

It's an anti-glare screen, so it should look like that. If there isn't an obvious piece of plastic to remove then it's just the anti glare coating.

It depends on the game and the settings. From various benchmarks on the web the 2080Ti can do around 80fps with this size of resolution and AAA games on ultra.

To be honest, none yet. My 2080ti gets average 100fps in most games. The 3000 series will be the first GPU that will take this monitor over 100hz average FPS.

Is there a 16:9 option in the Nvidia Control Panel when using this monitor?

Yes, you can adjust it in the monitor settings or through the NVIDIA Control panel but they are not labeled 16:9, they are shown as resolutions (2560 x 1440/1920 x 1080) you will need to choose a resolution like 2560 x 1600 for the best results which is 16:10.
