For the max load, is it liner ie at half extension would be 15Kg or how do you know the limit at a given length?
These are the listed parameters 88 lb (40 kg) @ Minimum extension
22 lb (10 kg) @ Maximum extension, you test the arm on different extension length's until you are comfortable on how stable it is.

When it says the max load at full extension is 22Lbs. Does this include the 15Lb counterweight, or can I put the full 22Lbs on the end of the boom?

Is there any way to get this without the counterweight to save on shipping to my country? Can easily get counterweight here but pushes cost up a huge amount !

Once you lock everything down it should not twist or rotate.

Where can I get a Handle for the counterweight? The bolt sucks
The handle is removed because the rearmost locking collar allows you to move that section meaning there's no need to loosen and tighten the counterweight to balance the boom.
Following that train of logic, if it's a permanent fixture then you can more securely tighten a bolt with a tool than you can a handle by hand meaning it should be safer. As a part the handle is listed as the Manfrotto R022,03.
