This Robus RCM-633 6-Section Carbon Fiber Monopod with SBM-001 Stabilizing Base kit from B&H combines a 65" carbon fiber monopod with a folding, 3-legged base. Is the base stable enough to walk away from (hands-free) with a Sony A7 IV with Tamron 28-75mm?

You can go hands-free. However, I would not step away from it. As a light gust will knock it over. I would not use it for long exposures.

From top to bottom it is about 30mm, 27mm, 24mm, 21.5mm, 17.5mm, and the bottom section is about 14mm.

Can the Robus SBM-001 Stabilizing Base (BH #ROSBM001, MFR #SBM-001) be mounted on the top of the monopod (i.e., to use the monopod "upside down")?

As a follow-up, I just bought the RCM-633 6-Section Monopod with the SBM-001 Stabilizing Base, and you can indeed mount the monopod upside down! I'm very happy with this setup, and will be using it to shoot 360° photos.

Will the 33lb version be strong enough for a Canon R5 and RF 600mm f4? It weighs far less than 33 lbs!

I may work ok but with a 600mm with its length I would suggest buying one of the top Gitzo monopods, which is what I use for my R3 with a 600mmf4
