With a 2.4 GHz radio system, a powerful guide number, and full manual operation, the YN650EX-RF TTL Speedlite from Yongnuo is an excellent tool for photographers who desire the utmost control from their lighting equipment. This radio system builds upon the previous generation with a total of four channels, as well as a long wireless range. This system can also be used as a trigger for YN650EX-RF,YN600EX-RT II, YN568EX II, 600EX(II)-RT, 580EX II, and C brand 7D/60D/600D or other cameras, offering off-camera TTL, manual flash, stroboscopic and flash for maximum compatibility. In terms of pure output, this manual flash has a rated guide number of 197' at ISO 100 and the 200mm setting on its zoom head. The flash is also widely compatible with Canon cameras.

No, this is meant to work on Canon systems. So it may mount, but you will not have full functionality on a Nikon camera.

Has there been a firmware update in the last year? Can we use the LEDs as a proper modeling light, or will the flash still not fire when the LED's are on?

There are no firmware updates mentioned for the flash currently. When the LED's are on, the flash will not fire so the LED does not work well as a modeling light. The Godox V1 would be a better option if you want a flash with a modeling light: https://bhpho.to/3CbWXP8

Can Canon Speedlite 430EX III-RT in radio mode controll this flash ??

Unfortunately it cannot. In receiver radio mode it can only receive a signal from Yongnuo RF602, RF603, YN560-TX Pro, YN 560 IV, YN660, YN862, or similar triggers or flashes with 602/603 transmitter control function.

The Yongnuo YN650EX-RF TTL Speedlight is a canon compatible flash. It is not made to be used with Nikon.

How do you make this work with the YN-E3-RT II transmitter? Everyone is saying it works and yet... it no worky! All channels, IDs and Groups are set properly... Radio signal 602 or 603 not working??? PLEASE HELP!!!
