Yes you can adjust the settings on the Godox TL30 RGB LED Tube Light (1') with out the app. It has buttons on it to do that.

The Godox TL30 RGB LED Tube Light (1') is brighter than the Nanlite PavoTube II 6C RGB LED Tube Light, but only by a little bit. Also, the magnets seem to be about the same.
