When connecting a Samsung 870 QVO SSD to this enclosure, what speeds would I expect via USB-C Gen 2 and/or Thunderbolt 4?
The OWC Mercury Elite Pro mini 2.5" SATA to USB Type-C Portable Storage Enclosure is up to 10GB/Gbps or around 1.25MB/s. You would be running at the speed of the slowest device. If you have a SATA SSD, you would be running at the speed.
A 2.5 SSD drive will not be running at thunderbolt speed even if you connect it to a thunderbolt port.

The OWC Mercury Elite Pro mini 2.5" SATA to USB Type-C Portable Storage Enclosure is not compatible with 3.5 hard drives. This enclosure is compatible with 2.5 SATA III drives such as the Samsung 4TB 870 EVO SATA III 2.5" Internal SSD (BH # SAMZ77E4T0B).

You can use a Samsung 870 QVO 2.5" SSD in the OWC Mercury Elite Pro mini 2.5" SATA to USB Type-C Portable Storage Enclosure BH #OWCMEPMTCKIT. It will work with MacOS.

Does this enclosure put the drive to sleep after a few minutes of activity? I'm NOT referring to the MacOS system settings.
The OWC Mercury Elite Pro mini 2.5" SATA to USB Type-C Portable Storage Enclosure does not have any internal processing capability. It is a purely "passive" enclosure which does not have any ability to regulate itself without input from the operating system.
