Can this be used to connect a SanDisk Extreme SSD drive (USB-C) with a Thunderbolt 2 port on a Mis 2015 MacBook Pro.. will is handle the data trransfer and supply power to the external drive?
I dont think so. As far as I know, Apple T3 to T2 adapters arent bi-directional. Even if you had one of those if you 2015 Mac is T2 this probably wont work. If you had one of those adapters and it was bi-directional you wouldnt need this.

I have a Nikon D4s with XQD card will the CF ...
I have a Nikon D4s with XQD card will the CF Express type B reader on this dock read my XQD card formatted in the D4S ?
We can not say if the OWC 10 Port Thunderbolt 3 Pro Dock's CFexpress Type B port would be able to read XQD cards. Although they should fit in the port and the connections should align the reader may not recognize the XQD format.
