It's a great mount for your vehicle's window. I've had my Nikon D7500 with Nikon 200-500mm f/5.6E ED VR Lens mounted to the window on the Nikon Car Window Mount. The combination of the Lens and camera is just .02 pounds under the maximum weight rating of the mount. I would advise to never exceed the rating of the mount as it may end with a broken window, camera and/or lens. It held solid, but I'm sure I was at the maximum limits. I would also never try or recommend driving with this mounted.

Trying to have the same disconnect for both window mount and tripod head. Any idea how to match these up or which head to buy with this one?
I use 2 Manfrotto 323 RC2 System Quick Release Adapter with 200PL-14 Plate. I attach a base to the quick release plate on window mount and attach a base to the tripod head mount!!

This may be a dumb question but... from the photo I see a tilt lock and a window clamp lock. Is there a pan lock and pan capability other than panning the device on the mounting screw? Is the handle for panning movement and is it also a lock?
There is a pan lock. Knob on opposite side of round Nikon logo locks mount from turning left to right. See fourth photo down from top. Large knob is window clamp, knob above that locks the panning swivel.

I have two of the Nikon 7070 car window mounts. Why can't I buy just the mounting plate so I can use multiple cameras ?
Nikon does not currently offer the quick release plate for the Nikon Car Window Mount separately at this time and does not have a recommended third party plate.
