This says it does 1/800 to an action-stopping 1/2000 sec. Does that mean I can stop action like a TTL light?
The flash duration speed of a light has nothing to do with TTL. The TTL means Through-the-lens. It means that the light is measured only after it has passed through the camera lens.
The flash duration is the speed of the light and the pattern on how it drops.
Any flash has the ability to clean the motion, but how good and clean it will be done will depend on the quality and T stop of the light.
The Godox DP400III-V Professional Studio Flash with LED Modeling Lamp does not have TTL support.

It's a new strobe led lamp. The heat development of LED lamps is significantly lower than that of old incandescent lamps. Incandescent lamps generate only about 5% light from the energy fed in, the remaining 95% is converted into heat. With current LED lamps, things look much better. Here about 40% of the used energy is converted into visible light and only 60% into heat
