Hi, you would need to purchase two remote headsets as two master headsets cannot be paired with one another.

Yes. The Hollyland Solidcom C1 Pro system allows you to link up to 7 remote headsets to the master headset without using a hub. Adding the Hollyland Solidcom C1 Pro ENC Hub Base (B&H # HOHLC1PROHUB) lets you use up to 8 remote headsets at once. The Solidcom C1 Pro components are backward-compatible with the Solidcom C1 system, so you can use the C1 and C1 Pro headsets together.

The Hollyland Solidcom C1 Pro-Hub8S ENC 9-Person Full-Duplex Wireless Intercom System with Hub (1.9 GHz) can interconnect different systems to accommodate expanded communication needs. It offers 2- and 4-wire audio input/output interfaces, and up to 3 hub-based systems can be cascaded via an IP network.

Hollyland does not recommend using the Hollyland Solidcom C1 Pro-4S Full-Duplex ENC Wireless Intercom System with 4 Headsets (1.9 GHz) outside of North America because it is made to work according to frequency laws within North America. However, some folks have successfully used this system outside of North America and its efficiency in your intended region would ultimately depend on that region's wireless frequency laws.

Do the user headsets form a pseudo "mesh network" amongst themselves to add range when used with a base station?

The operating range for the Hollyland Solidcom C1 Pro, with and without the hub base is 1100-feet. The Hub Base allows you to do A/B grouping of the headsets, connect to a computer for Skype and Zoom call functionality, 2- and 4-wire audio input/output, and cascading up to 2 other hub bases via an IP network, for a larger system. The hub base also as an 'Announce' button for emergencies, which allows you to mute all of the headsets, so that only the headset that is wired into the hub base can be heard in the rest of the headsets.

It does work in africa. lagos Nigeria precisely I actually have an 18 set system with 2 hubs I bought from b&h . they work effortlessly! I am surprised that even the hollyland response says otherwise. I have had them now for close to a year with no issues. I even use the A and B gruop feature on larger productions that require 2 teams.
