Smallrig has really managed to fix a design problem with the Rs3 mini. I have a small camera (Sony Zv-E1) and I always had balance issues because I could never get it in the right position near the side of the gimbal. But everything has changed since I added this mount because it allows me to slide the camera sideways. Now the balance works really well and the gimbal is very stable.

This thing is designed to slide the Arca QRP in sideways. That's 90 degrees in the wrong direction from industry standard. It makes it completely useless since you'll have to mount the QRP to the camera side to side instead of forward to back. Loosing all ability to hot swap between gimbal and tripod, not to mention slide camera back and forth on gimbal for best position. Astoundingly bad design. Why would you do that way Small Rig?

Yes, the Peak designs capture clip is an Arca Swiss style plate that should work with the SmallRig Arca-Swiss Mount Plate for DJI RS 3 Mini.

Can this be attached to different bases (like a tripod etc) or how does it attach?

The SmallRig Arca-Swiss Mounting Baseplate for DJI RS 3 Mini is only designed to work with the DJI RS3 Mini gimbal. You could add the following Smallrig Quick release, that has screw mounts for attachment to tripod plates. SmallRig Arca-Type Quick Release Baseplate BH #SM2143B
