Do I need to format it to transfer files (photos) from old laptop with window 7?

No, the Seagate 2TB One Touch USB 3.2 Gen 1 External Hard Drive with Password Protection (Black) should have no issues connecting to a Windows 7 PC as long as it was not formatted in AFPS (apple format).
