No, due to the nature of the optical glass design on the Canon RF 10-20mm f/4 L IS STM Lens (Canon RF), the lens hood is not removable. It's in place to protect the glass, since it's a dome shape and protrudes out.

The lens’s circumference looks noticeably smaller than the EF 11-24mm lens, is it smaller enough so that a filter company like Kase could make an adapter to fit a front filter holder, so 4x6 filters can be used, or is it more likely to need need an adapter that requires Lee’s SW150 size filters?
The DSLR predecessor to this lens, the EF 11-24mm f/4L USM, has very similar demands for a front filter system. Fotodiox eventually came out with a WonderPana XL system for that lens (Look it up on B&H). I would imagine they will eventually produce a similar system for the Mirrorless RF 10-20mm f/4L IS STM lens if there is enough demand. Most of the parts would be identical with the only change being the core mounting pieces that actually physically mount on the lens body. They would be sized for the unique dimensions of the 10-20mm lens. No telling how long it will be, if ever. All you can do is wait while keeping an eye out.

Unfortunately, none of the manufacturers making gel filters have made a pre-cut option for the Canon RF 10-20mm f/4 L IS STM Lens (Canon RF).
