Yes, the SmallRig PH8 Professional Fluid Head does include the tie down handle in the following image included. It comes with everything required to attach the head to a 75mm bowl tripod. It is not a flat capable head.

The PH-8 will require a 75mm bowl to mount the head. Moreover, the DH-12 has a seamless dampening adjustment for smooth, controlled movements. The PH-8 is limited to four steps. Furthermore, the DH-12 head is compatible with both DJI and Manfrotto plate styles. The PH-8 is designed to work with the Manfrotto 501-PL plate style.
