What is the filter mm of this lens hood? 77? Thank you!
There is no filter threading on Nikon HB type hoods. HB type hoods are bayonet type mount (which connects on the outer perimeter of the lens). They do not interfere with the filter thread mount on the lens itselff, which for the 17-35mm f2.8 D AF-S lens is 77mm in size.

Can I use a screw on polarizing filter with this lens hood (HB-23) on my 12-24 AF-S lens?
Yes. The filter screws onto the Lens. The hood attaches to the outside of the lens using the bayonet mounting. I have a 77mm filter on the lens. An oversized filter may not fit with the lens hood on.
